A fellow astrology wanted to examine my chart. Of course I was given 2 different birth times. One from my mother’s recall which came off my birth certificate and one from my father.

The best and most reliable source for birth info is the birth certificate. If a client has that I consider the time to be golden. Why do you doubt that time?
Most astrologers agree with you. However in the case of the birth time on the certificate, the timing has never worked out. Rectification a were done and they came closest to dad’s birth time. A friend researching birth time inaccuracies said that for some reason Cook county (Chicagoland) is notorious for birth time inaccuracies on birth certificates.
